what is an optical boundary?

Patricia Dornbos: If a wave ( usually a light wave ) changes speed when it enters a new medium, we say that it passes through an optical boundary . The amount of refraction at the boundary depends only on the size of the change in velocity. If the change in velocity is large ( as in going from air into diamond ) the amount of refraction is also large.
